Greater Newburyport Domestic Violence High Risk Team (DVHRT):

The Newbury Police Department is a proud participant in the DVHRT.  The DVHRT is a multi-disciplinary team made up of local law enforcement agencies, the local non-profit/ nongovernmental domestic violence agency, prosecution, probation (or pretrial assessment agency), parole, corrections, a court-ordered Intimate Partner Abuse Education Program representatives and many more community professionals.  Our goal is to interrupt the continuing escalation of violence and prevent a lethal assault, information gathered by the partners concerning a case, including risk assessment, is shared across team disciplines and used to develop individualized intervention plans with each individual agency deciding what role they can play that will increase the victim’s safety and hold the offender accountable.  Not all domestic violence arrests are referred to the DVHRT.  For more information on the DVHRT, click here.

Domestic Violence Risk Assessment: 

If you suspect you or a loved one is possibly a victim of domestic abuse or violence, please review the Domestic Violence Risk Assessment below.  If you wish to speak to someone confidentially about your domestic violence concerns, please call the 24-hour hotline (978) 388-1888.  If you have immediate safety concerns, please call 911.

Restraining Orders:

Residents of Newbury may petition the judicial system for a restraining order by going to the Newburyport District Court during regular business hours and speaking to a member of the Clerk’s Office.  There may be local advocates available at court to assist you through this process.  Residents may also access the emergency judicial system by coming to the Newbury Police Department and requesting to file for an emergency restraining order.

Each Newbury Police Officer has received training in domestic abuse/violence.  If you have any immediate concerns for your safety, please call the Newbury Police Department or go to the station.  Sergeant Patty Fisher is the liaison between the Newbury Police Department and the DVHRT and oversees domestic violence investigations for the department.  Sgt Fisher can be reached for non-emergency situations at 978-462-4440 x105 or by .

Domestic Violence Arrests & Reports:

Under a provision of a comprehensive domestic violence law signed by the Governor of Massachusetts in August 2014, Chapter 260 states that police logs and arrest reports about domestic violence are no longer public record.  If you have questions about whether or not the Newbury Police Department can release a specific report, please contact our records department.
